There is no difference! The illiterates who violently conquered England brought some tribal laws with them, but all oral. Once they had conquered the lands of Ex Insula Angelorum they wanted to make sure their thieving could not be usurped, so they taught themselves to read and write and started writing it all down. This became English law then the law of the world.
